Four teams, one round

British Parliamentary Format Explained

British Parliamentary (BP) puts four teams of two in one round: an opening and a closing team on each side. Judges rank all four teams from 1st to 4th, so teams on the same side also compete with each other. It is the format of the World Universities Debating Championship.

The rules that actually matter

  • Four teams of two. Two teams support the topic and two argue against it, but each team is ranked on its own.
  • Each side has an opening pair and a closing pair.
  • The opening pairs speak first, taking turns by side, then the closing pairs do the same.
  • All eight speeches run 7 minutes.
  • Teams get about 15 minutes to plan once they hear the topic. No looking anything up.
  • While someone is speaking, a student from another team may stand and ask to make a quick point. The speaker can say yes or no.
  • Judges rank all four teams 1st through 4th. They do not just pick a winning side.
  • The closing pairs have to add something genuinely new. Repeating what their own side's opening pair said is not enough.
  • The last speaker on each side sums up and cannot add brand-new arguments.

How to prep for a BP round

  • If you are in a closing team, plan an extension: something genuinely new your opening pair did not say.
  • In opening, set up the debate clearly. Closing teams will build on (or past) whatever you leave open.
  • Offer points to every other team. Being visible in the round helps your ranking.
  • Practice 7-minute speeches with a clear structure the judge can rank against three other teams.

How BP rounds are judged

What a judge is weighing when they fill in the ballot. For the general principles behind these, see how judges decide debate rounds.
  • Four teams, ranked 1st–4th — you’re not just picking a winning side, you’re ranking every team. Ranks commonly convert to team points (e.g. 3/2/1/0), though some tournaments use 4/3/2/1.
  • Compare teams against each other within the same bench, not just "gov vs opp."
  • Reward closing-half teams for genuine extensions (new material/analysis) — penalize closing teams who just repeat their opening half.
  • Speaker scores are typically out of 100, with ~75 as an average speech — most speeches should cluster near there rather than at the extremes.
  • Speakers should accept a POI or two to show they can handle challenge, and each team should offer some while not speaking — declining every single one reads poorly.
